The subject property is approximately 25.5 acres in size covering an area around the north, east and west of the Na�nzinhoozhi Center, Inc. (NCI) property. The north side of the subject property is bound by the Magistrate Court House and jail facilities, commercial property and vacant property with East Aztec Avenue further north. The east side of the subject property is bound by more vacant land and mobile homes. The south side of the property is bound by the NCI facility, the Gallup 911 dispatch call center and a bank before Boyd Avenue. The West side of the subject property is bound by Boardman Drive before reaching another vacant lot and the Catalpa Wash. Based on this Phase I, McKinley County purchased a portion of this property from the City of Gallup to construct a new Regional Judicial Complex. The County elected not to pursue a Phase II on property, but rather address the limited site issues themselves. The County is now completed through redevelopment and construction of the Regional Judicial Complex. In January 2011 during excavation of a hill on the eastern boundary, the County found two abandoned coal shafts. The County worked with NM Mining & Minerals Division to properly and officially close that historic structure. No other institutional controls were issued or required. In August 2012, HB Construction and McKinley County officials broke ground on the McKinley County Justice Center. The Justice Complex will be completed in two phases, the first phase will include the construction of the new three-story, 22,620 sq. ft. magistrate court building and the second phase will include a renovation of the old, one-story, 9,350 sq. ft. municipal court building. Key features of the new complex include: advanced security checkpoints, jury courtrooms, secure judges� chambers and a high-security prisoner transport tunnel. The new complex, which will house components of the current magistrate court, municipal court and DWI compliance programs, will serve the more than 70,000 people throughout McKinley County, New Mexico�s seventh largest county by population. Designed by LAM Corporation Architecture, an architecture firm headquartered in Gallup, NM, which has designed numerous buildings throughout New Mexico, and Rhode May Keller McNamara Architecture, who served as the design consultant, the complex will feature a mixture of regional and modern architectural styling. On or before January 1, 2014, all staff moved in and began operating in the Regional Justice Complex. Project was financed through local bonds and funding, State of NM Administrative Office of the Courts, and Federal Earmark. HB Construction was the construction firm.
Former Use: The subject property was originally owned by the City of Gallup and is located near the intersection of Boardman Drive and Boyd Avenue in Gallup, New Mexico. The subject property is located in Gallup, NM in a mixed area made up of residential, commercial and governmental office facilities including several schools. According to available historical data the subject property has had limited use with the Magistrate Court House being on a small portion of the northwest subject property, and remains partially developed today, with only a locked storage shed located on the southeast portion of the property. The parcel of land is approximately 25.5 acres and contains no permanent structure. Development within the local area began in the early to late 1950�s and has progressed at a relatively slow rate to the present. The site is surrounded by the former Na�nzinhoozhi Center, Inc.(NCI), now Gallup Detox Center, residential, commercial, and government structures. Runoff on the subject property drains west to the Catalpa Wash, which is a tributary to the Puerco River. No historical uses for the subject property have been identified.
