Former Use: The subject site, 393 Homestead Ave (previously reffered to as a range of addresses including 393-411), was first developed in 1930 for the Hartford Empire Company a glassware manufacuring company. From 1965-1979 the Hartford Association of Retarded Children, Magic Auto Suppy, and the Arts & Crafts Company were registed tenents of 393-411 Homestead Avenue. From 1979-1990 the Site was occupied by the Gardner Auto Top Company, and was utilized for storage of automobiles and parts. In 1990 the site was leased by Philbrick-Booth & Spencer Inc. (PBS) for cold storage of various equipment and waste, the Site is currently comprised of one 32,00 sq ft building and adjacent lot utilized for the storage of various abandoned metal foundry equipment and debris piles. The Site contains up to eight suspected USTs ranging from 6,000- 10,000 gallons, likely storing unknown quantities of fuel oil. Numerous (>20) unlabeled 55-gallon drums litter the building, basement, and grounds. Drums range from empty to full with unknown contents, staining was observed in concrete adjacent to the drums. An area adjacent to the north side of the building was identified as a former electrical control area that may have contained transformers. A sump/drywell and numerous floor drains found in the basement of the building could have been pathways of disposal and dispersal of unknown waste into the environment. The grounds themselves are littered with empty drums, debris piles, and metal forging waste which could pose a risk for leaching of contaminants.
