Former Use: The property was occupied by Payne Cutlery, a manufacturer of cutting shears from 1963 to 1987, when Payne ceased operations. The property was vacant for a brief period before being used for a variety of uses, including storage and an auto body shop. The property was privately owned until March 8, 2000 when the City acquired the property through the tax foreclosure process.
