The NSC Plating site has sat vacant for over a decade, blighting a commercial/residential neighborhood known as Fairmount, in Newark�s West Ward. The site overlooks a large cemetery and borders marginal businesses, including a defunct junkyard now targeted for redevelopment by the City. This vacant site formerly served as an industrial metal plating, polishing, and finishing facility. Newark received the property through tax foreclosure in 1995, and immediately contacted the NJ Department of Environmental Protection NJDEP and EPA to address hazardous substances stored on site through a removal action. EPA removed cyanide, chromic acid, sodium hydroxide, lead, nickel sulfate, and nickel chloride from the site. The City of Newark sees the redevelopment of this property as an opportunity to reclaim this neighborhood, by removing a blighted former industrial site and replacing it with safe, affordable housing, potentially with a mixed use component. In 2000, Newark initiated a Phase I assessment of the property, followed by a Phase II site investigation in 2003. The remediation will consist of removal of contaminated soil beneath the concrete flooring of the former plating room, the removal of two tanks with mixed waste product, groundwater monitoring, and the establishment of a classification exemption area an institutional control, which prohibits potable wells in the contaminant plume and requires groundwater monitoring to ensure that contaminant levels are decreasing. On 8/18/10, EPA indicated this EPA grant could be used to fund asbestos abatement. After EPA further discussed this expense internally, on August 24 EPA stated that the grant could fund asbestos abatement. By 9/2010, EPA indicated the EPA grant could not be used to fund asbestos abatement but could fund demolition. At that time, the City began looking into other funding sources for approximately 75,000 asbestos removal. At the time of an EPA desktop audit in December 2010, Newark explained to EPA they were still seeking a funding source for the asbestos removal, and EPA agreed to revisit using the grant to fund asbestos removal. These issues are delaying award of remediation contract and are also why a drawdown was not submitted between 10/2010 and 12/2010.
