Additional Property Attributes

In 2011, the Phase I identified potential abandoned USTs. Phase II found 3 USTs that were removed to characterize soil contamination. 1st supplemental installed 4 temporary groundwater monitoring wells. 2nd supplemental collected quarterly data from groundwater monitoring wells and completed a risk analysis. 3rd supplemental completed the ABCA. Selected ABCA remedy was an environmental covenant outside of the property on the Idaho Dept. of Transportation (ITD) right-of-way for no groundwater withdrawal and no residential use of the property (it is a road).. IDEQ is working with the ITD and the City of Dover to complete the environmental covenant in early 2018.

Former Use: The site has been a Texaco gas station, general store and location for the Dover Post Office since 1938. The Florin family is the earliest recorded owner of the property followed by the Evans family and in WWII, the Sindelar family. Finally, in the early 1950?s, the Boyle family purchased the property. The Boyle family quit selling gasoline in 1965 but left three USTs in the ground. The Boyle family ran the general store Post Office until 2004 when they sold the property to Angie Piazzola dba Inland Northwest Realty INR, 120 East Lake St., Suite 305, Sandpoint, ID 83864. INR located and removed one UST in 2005 and when the lease ran out, relocated the Post Office to a new location in April 2009. INR demolished the building in August 2009 in anticipation of a future reuse of the site. However, in July 2010, INR lost the property through foreclosure and the mortgage company sold the property to Dover Investments, LLC. The site is currently underutilized. The City of Dover is concerned that there may be potential contamination from the USTs and requested Brownfields assistance in November 2010. This site is a critical location in the community and coincides with other development within the community and the construction of the Dover Bridge and Highway 2.
