The lead found in the soil was below DEQ's Urban Residential RBC and therefore cleanup is not necessary. However, because this site will become a community garden where people will grow edible foods, the top of soil/gravel under the asphalt will be removed as part of a best practice for urban gardening.

Additional Property Attributes

A community garden will be located on a portion of Frazer Park that will include 18 20ft by 20ft plots, pathways, gate and storage shed. Lead concentrations found during the Phase II ESA are not above DEQs RBCs. However, the Phase II report recommended that measures be taken to remove the upper 1-ft of soil after excavation of the asphalt surface and drainage rock due to the possibility of elevated lead concentrations present at the garden. Furthermore, the report recommends that the subplots be placed over clean topsoil which will act as a buffer to the possible remaining lead after pre-existing soil removal.

Former Use: Historic records indicate that the site was once a detention center. Also, a former on-site tree orchard suggests use of lead arsenate pesticides. Portland Parks and Recreation currently owns the site.
