Additional Property Attributes

This 1.147 acre irregularly shaped parcel consists primarily of vacant undeveloped land with the exception of a small wooden parking attendant shed. Portions of the site were used as a parking lot. The site used to consist of eight separate parcels: 98 Wyllys St, 12-14, 16-18,20-22, 24-26, 28-32 and 34-36 Governors St. Governors St was renamed to Popieluszko Court in the late 1980's. Some areas located on the northern and eastern portions of the site used to be part of the former Capewell Manufacturing Company located at 70 Popieluszko Ct and 120 Wyllys St formerly known as 60 Governors St. Although no activities associated with the former Capewell Manufacturing Company are known to have occurred on the subject site, it is possible that releases to site soil and groundwater from the former Capewell activities may have occurred on the site. Source: "Phase I Environmental Site Assessment, Vacant Parcel, 40 Popieluszko Court, Hartford, Connecticut June 2011 by Fuss & O'Neill. The City of Hartford is targeting the multi-parcel historic Capewell Horsenail Factory complex for mixed-use redevelopment including workforce housing. As one part of this redevelopment, Phase I assessments for 110 Wyllys St. and 40 Popieluszko Court were completed in June of 2011 under the MetroHartford Brownfields Program. The City also leveraged an additional $28,364 to perform a Phase II assessment and the Corporation for Independent Living provided an additional $37,160 for preparation of a Remedial Action Plan, construction oversight, and closeout documentation on the combined 40 Popieluszko Court and 110 Wyllys Street site. Site remediation was carried out as part of the development process supported by two $500,000 grants from the state DECD. The City was also awarded a $3.8 million HUD grant, committed over $2 million in federal HOME funds, and leveraged $1,725,000 in construction financing from the CT Housing Investment Fund and $781,856 in developer equity to help finance the construction of 16 new affordable town-homes for low/moderate-income home-buyers. The site has been redeveloped with construction of four town-home style residential housing units. The redevelopment consists of housing units, garages, bituminous concrete driveways, parking areas and landscaped areas. To-date, homeowners have closed on twelve of the sixteen homes.

Former Use: Historical mapping shows the site used to consist of eight separate parcels: 12-14, 16-18, 20-22, 24-26, 28-32 and 34-36 Governors St and 98 Wyllys St. Small portions of the site also used to be part of 60 Governors St. Topographic mapping from 1892 and 1906 show no structures on the site.Sanborn mapping from 1922 show residences on 14-16, 16-18, and 34-36 Governors St. Aerial photos from 1934 and Sanborn maps from 1943 show seven residences on the site. Aerial photography from 1970 and 1975 indicate that all former residences were razed in the early 1970s. Since this time the site has remained relatively undeveloped and appears to have been used only for parking for buildings associated with the former Capewell Manufacturing site and other off-site office buildings on adjacent properties. The City of Hartford is foreclosing on the property from Capewell Court Holdings LLC.
