Based on ERM�s review of the analytical results relative to applicable generic DEQ RBCs, no contaminants of concern were detected in the soil samples collected from the borings, with the exception of arsenic that appears to be attributable to background conditions. However, any petroleum-impacted soil present at the site would likely require disposal at a landfill as solid waste if excavated during future development
activities.

Additional Property Attributes

The Portland Brownfield Program provided a Phase II ESA for this former brownfield. When the property changed owners, either the developer was not aware that there were existing ESA reports for this property or he decided to pursue new ESAs while enrolled in DEQ's Independent Cleanup Program. The developer built a new mixed use building called EcoFlats which offers 18 affordable energy efficient apartments with retail businesses on the first floor.

Former Use: Prior to the 1940's, this property was developed as a planing mill and a window wash and door factory. The property was redeveloped into a two story building in the 1940's. At the time of the ESAs, the owner, Mr Jenkins was operating an auto, lawnmower, and small engine repair shop.
