Additional Property Attributes

Redevelopment of this 3.2-acre site will foster renewal of a challenged neighborhood and weak market area. The Children�s Museum of Indianapolis Children�s Museum, which is located adjacent to the site, has explored working with City and local community development groups to cooperatively redevelop the site in the near term if funding for environmental remediation and demolition are secured. Redevelopment plans include reuse of the southern portion of the site by The Children�s Museum for recreational/outdoor exhibition purposes and commercial reuse of the northern end of the property, where a parking structure and office building will remain. Another redevelopment option has been presented by a private firm that specializes in redeveloping environmentally impaired properties and wants to remove all the asbestos and medical waste and renovate the building into senior apartments. Economic Benefit: Should it come to fruition, the overall 12 million Children�s Museum project would transform the site from an abandoned eyesore on a main thoroughfare in the City Meridian Street Corridor to a commercial/mixed use center and expansion of facilities operated by one of the nation�s leading Children�s Museums. A regional development firm has indicated it will work with The Children�s Museum to arrange a mixed-use redevelopment solution appealing to the recreational needs of The Children�s Museum patrons, as well as re-establish a portion of this site as an economic engine. Even without a tax-generating redevelopment project, museum patrons would have an indirect, positive economic impact in the community. The senior apartment redevelopment option would return the tax delinquent property to the City�s tax rolls and make a significant impact on dwindling City revenues. Site redevelopment is still in the early stages, plans include a possible sculpture park or other green space, and potential retail or office space fronting Meridian Street. The new development could be fully occupied by Spring 2014.

Former Use: All or a portion of the 350,000-square foot Site was used for residential purposes beginning in approximately 1898 until 1965. From 1965 until its abandonment in 2004, the Site was used as a full service medical hospital that included emergency centers, a pharmacy, laboratory testing areas, biohazard areas, a morgue, a medical waste incinerating operation, and appointment/guest rooms. Abandonment resulted in bankruptcy with an accumulated a delinquent tax bill over 1M. The site was locally d a health hazard in 2008. In October 2009, the property was listed in the Marion County Treasurer�s tax sale but had no bidders. Following the failed tax sale, the City received the deed to the site on December 31, 2009 via a statutory tax foreclosure that qualified as a CERCLA �involuntary acquisition� and ensured site eligibility for U.S. EPA funding. Contamination: Petroleum contamination and VOCs have been detected in soil and groundwater on the site through a previous Phase I Environmental Site Assessment and a Limited Phase II Environmental Site Assessment. A U.S. EPA Region 5 Superfund Emergency Removal team conducted an emergency removal action at the site in March and April of 2009 to secure laboratory chemicals and toxics from the basement lab. A 20,000-gallon diesel UST remains on-site, likely with product within. Releases of mercury and household toxics are also expected within the building. In 2010, an Asbestos Investigation completed for the on-Site buildings identified the presence of both regulated and non-regulated asbestos containing material ACM in substantial amounts. Asbestos abatement is estimated to cost between 350,000 and 500,000.Finally, a medical waste incinerator may be a potential sources of dioxin contamination.
