Additional Property Attributes

This is a one block area where a former agricultural manufacturing facility was located. The City of Carroll sought to purchase the site and remodel the main building as a new community library. The City sought assistance with an environmental due diligence process before bringing a bond issue to the public for property purchase and redevelopment. A Phase I and Phase II assessment, along with a supplemental asbestos inspection, were conducted on behalf of the City through use of 128(a) funds. While no environmental issues were found that would impede reuse as planned, voters later rejected the bond issue, and this redevelopment project has not proceeded further.

Former Use: The predominant use of the site and surrounding area was for operations associated with Heider Manufacturing, a firm which made agricultural implements from the 1890s through 1970s. Ancillary uses in and around the site including warehousing along the railroad spur, and upon the close of the Heider Manufacturing firm in the 1970s, the main building was used for the sale, storage, and repair of commercial refrigeration appliances. Over the last decade the majority of the site been vacant, with the main building, and remaining warehousing structures, in poor condition.
