site of dilapidated, 3-story masonic lodge was abandoned. City took title after first completing an all appropriate inquiry and sought to demolish the building and make the site into a public park and assembly area for community festivals and events. As the building was unsafe to enter, the entire structure had to be handled as asbestos containing material, which made the project very expensive, and would have been beyond the City's capabilities to manage the proper handling and disposal of the asbestos materials without 128(a) funds and other state grants.

Former Use: The site was developed with a 3-story, brick building in approximately 1900. The building was built by the local Masonic Lodge chapter and held meetings there until the early 1970s. Subsequent to that use, title transferred to use of the buildling for a church meeting space, apartment rental, and general storage. Throughout that time the building deteriorated to the point that the 1st floor collapsed into the basement in 2009, and the back wall of the building collapsed in early 2010.
