Additional Property Attributes

The City of Ottumwa partnered with Ottumwa Progress Incorporated, Main Street Ottumwa, Indian Hills Community College, the Iowa State University Extension Office and the Ottumwa Farmer�s Market in creating the �Ottumwa Community Marketplace� on the site and an adjacent property. The 1.29 million project involved rehabilitating the existing structure in order to bring together consumers, producers and entrepreneurs in a regional economic development engine. The �Ottumwa Community Marketplace� features a traditional farmers market while also incorporating business incubators to facilitate the formalization of local area businesses. Further, the building serves as a model of sustainability at the facility level and on a regional scale as it achieved LEED certification. More importantly, the �Ottumwa Community Marketplace� provides an opportunity to educate residents on healthly food choices and to encourage the purchase of locally grown produce. Phase II ESA completed with adjacent 331 Main Street site since both properties had the same Recognized Environmental Conditions. Cost of the Phase II ESA split between the two properties. Mercury contamination in soil was slightly above the statewide standard but the risk calculations were acceptable for the future site use. Petroleum contamination found in SB3 may be from an off-site source. Supplemental Phase II Assessment underway under the City's Petroleum Grant. Cleanup is required for asbestos and lead based paint. Note: All leveraged redevelopment funding is listed under the Property Profile Form for 331 East Main Street.

Former Use: This blighted, underutilized property is located in Ottumwa�s central business district CBD. The building most recently was used as a bar/lounge. In the mid-1990s it served as a bowling alley and bus garage. Prior to 1948 the property contained commercial shops including a tailor in 1885, 1891, 1909 dying and cleaning in 1897 and 1902 a restaurant in 1917 a bus garage and shops in 1948.
