Additional Property Attributes

Tetrachloroethylene was detected in soil and groundwater which required additional assessment to evaluate the source. The VOC contamination detected on the site may be the edge of a larger plume. PAHs were detected in shallow soils. Supplemental Assessments found off-site groundwater impacts; however, highest concentrations are from on-site. The source is unknown but appears to originate from on-site, possible spill at former depot loading dock or illegal dumping. Additional data evaluation would be required to determine if cleanup is needed. If needed, cleanup may be accomplished through Institutional and Engineering Controls. An Environmental Covenant will likely be needed to restrict site use to non-residential use and restrict drinking water wells. Results from vapor intrusion models indicate that a vapor barrier is not required on the site. A Phase I Update was completed in October 2012 prior to City of Ottumwa acquiring the property. City plans to deconstruct the site building and remove debris from site to reduce hazards.

Former Use: The property contained the Chicago, Rock Island, and Pacific Railroad freight depot starting 1885. The depot building is currently vacant and in ruins. The former site owner was an absentee owner and the property came up for tax sale. The City of Ottumwa acquired the tax tags to acquire the property.
