Additional Property Attributes

The 18-acre Union Mill Property, located near the center of the City of Union, South Carolina, housed a textile mill from 1893 until 1998, when the mill burned. Subsequent salvage and storage operations were reported to have resulted in releases of hazardous substances including transformer oil on the Property. The City of Union and the South Carolina Department of Health and Environmental Control entered into a Voluntary Cleanup agreement for the Union Mill Property in 2003 prior to the City acquiring the Property. Environmental assessment, funded in part from a Brownfields Assessment Grant awarded to the Catawba Regional Council of Governments, identified soil and pond sediment contamination from past industrial activities, salvage operations, and the fire. After removal of contaminated soil, the City sold a four-acre portion of the Property to a private developer to build much needed affordable housing in the downtown area, while the City continued to assess and clean up the remaining 13.83 acres. In January 2009, utilizing funding from the South Carolina Department of Health and Environmental Control Brownfields Cleanup Revolving Loan Fund and a Community Development Block Grant, the City of Union completed cleanup of the remaining portions of the Property. Cleanup included installation of a permeable geotextile barrier over contaminated pond sediments, removal of limited areas of contaminated soil, and placement of clean soil cover in portions of the Property. The cleanup activities were coordinated with improvements to natural and stormwater drainage in the area resulting in areas of greenspace for the surrounding community, as well as an area for future commercial use with easy access to the central part of the City.
