Additional Property Attributes

There were metals and a couple of VOC constituents detected in groundwater samples exceeding the protected Statewide Standard beneath the site. However, the Public Works has a groundwater Resolution No. 374 effective 3-17-2003, which prevents the installation of potable wells within City limits; therefore, the groundwater ingestion pathway is incomplete. given this Institutional Control. Therefore, groundwater cleanup is not required prior to redevelopment of the site. Building materials cleanup was completed. A private developer from St. Paul, Minnesota renovated the 7-story building into a more modern mixed-use structure. The 11.3 million �Tallcorn Towers� project features commercial/retail space on the ground floor and 49 one-and-two bedroom affordable apartments in the upper levels. The development also offers a variety of support services such as youth homework programs and mentoring activities.

Former Use: The property contained residential development in 1884, commercial hotel and residential development in 1888, and commercial development since 1910. Commercial uses include a steam laundry in 1910 a sale barn in 1910 an auto garage and various retail stores from 1921-1945 a hotel from 1928-1973 and an apartment building from 1984-present. Jasper Corp. was a previous owner of the property, as was Tallcorn Towers.
