"Findings and conclusions of the Phase I ESA report are summarized below: 1. The historical Property use for two separate drycleaning operations during the 1920s and the 1960s are considered as a REC for the Property. Stoddard solvent and white gas, which are both similar in nature to gasoline, may have been used during the 1920s as a cleaning agent. The 1960s operations probably used perchloroethene as a drycleaning solvent. Each of these chemicals could pose a vapor intrusion risk to the Property if they had not been managed properly. Standard practice for drycleaning operations during these periods involved drycleaning machines that leaked and the disposal of spent chemicals into the sewer system. 2. Historical operation of the gasoline station to the east where the Corner Tavern is now located and the gasoline station to the south where City Hall exists today could pose a threat to the Property. Both of these former gas stations were located in what would be considered as a downgradient topographic position from the Property so would not appear to pose a risk for vapor intrusion through the building floor. However, any contaminant plumes released from either site could have migrated under the southeast corner parking area of the Property. A Phase II environmental assessment will be conducted by the departments contractor. "

Former Use: The Bedinger building was built before 1934. The building includes 5 different parcels, which at some point have been used as a furniture store, retail shops, apartments, a parking garage, a bar, a dry cleaner, and a parking lot. Historic Downtown Liberty, Inc. would like to assist in redevlopment into retail shops and lofts.
