Additional Property Attributes

The One Dollar Market in Middlebury, VT learned about our Brownfields program in February 2011through our outreach to the Addison County Bankers Association. At the time, One Dollar was in conversation with a local bank about refinancing their mortgage and securing additional financing to allow them to redevelop their property. Farhad Khan, the owner of One Dollar, was also considering expanding his business to include self-storage. However, none of this was possible due to concerns of possible property contamination from two neighboring properties. Both of these properties � a gas station and a dryer cleaner -- were known hazardous sites. Once the One Dollar Market was accepted by the EPA into the Brownfields program, we hired Environmental Compliance Services ECS to conduct a Phase I environmental assessment to determine the presence or absence of No. 2 fuel oil contamination in the vicinity of a former fuel oil underground storage tank UST, which was removed without environmental oversight in 1999. In the Phase I report ECS recommended a subsurface investigation in the area of the aforementioned UST to determine if a release occurred that could present a threat to human health or the environment, or would be the subject of an enforcement action. In the Phase II Assessment ECS concluded: �No fuel oil related VOCs or PAHs were detected by laboratory methods in the soil or groundwater samples collected from any of the soil borings or monitoring wells installed in the vicinity of the former fuel oil UST�� In a letter to VT DEC dated 9/27/11, ECS Branch Manager Joe Hayes, CPRG, PG writes: "ECS would like your approval to abandon the three monitoring wells MW-1, MW-2, and MW-3 that were installed as part of the EPA funded Phase II ESA at the One Dollar Market property. The wells were installed to evaluate subsurface conditions in the location of the former No. 2 heating oil UST removed without environmental oversight in 1999. Low concentration VOCs were detected in the wells, but all concentrations were below VGES and the VOCs were not related to No. 2 heating oil. No VOCs or TPH indicative of No. 2 heating oil were detected in the soil samples collected from the soil borings." As of this report, neither ACRPC nor ECS has received a response letter from VT DEC. This EPA-funded investigation and reporting allowed Farhad Khan to refinance his mortgage December, 2011. In a conversation with ACRPC Planner Kevin Lehman in January 2012, Farhad reports that without the assistance of ACRPC and the Brownfields program, the refinancing process was �very painful.� He went on to say, ��you were very helpful and Joe Hayes ECS was great to deal with. I am very happy to have this behind me.�

Former Use: A 1942 aerial photograph shows agricultural land at the site and in the immediate vicinity. A 1905 topographic map which was updated in 1943 does not show buildings at the site or in its immediate vicinity. The site building was constructed circa 1961 as a bowling alley. It was reportedly vacant for several years in the 1990s. In 2001, the current site owner opened the One Dollar Market as a tenant, and shared the building with a wine shop. In 2007, the current owner took over the entire building as a tenant, and in 2009 he bought it outright and still operates it as the One Dollar Market. 4.3.2 Area History with respect to OHM A 1942 aerial photograph shows agricultural land in the immediate vicinity of the site. A 1905 topographic map which was updated in 1943 does not show buildings in the vicinity of the site. The building which housed the GLR, LLC dry cleaning facility Desabrais Laundry and Dry Cleaning and the large shopping plaza to the west of the site were constructed between 1961 and 1979. The current Middlebury Mobil structure appears to have been constructed sometime between 1985 and 1995.
