Additional Property Attributes

Since 2007 the Connor Homes site has been used as a factory to build pre-engineered homes. Before that it was a printing facility owned and operated by the Standard Register Company. In 2011 Connor Homes entered buy-sell negotiations with Green Mountain Beverage, a local hard cider company in search of a larger facility. Connor Homes� bank required a Phase II Environmental Assessment, which uncovered TCE underneath the floor. ACRPC learned about the site from Trish Copplino of the Vermont Department of Conservation, who expressed concerns about potential petroleum contamination on the site. ACRPC worked with Connor Homes to get them into the Brownfields program and hired ECS to complete a Phase II Assessment to determine the extent of petroleum contamination in the following areas of concern: � A former 5,000 gallon aboveground storage tank AST of Kwik Dry 66 � An existing 15,000 gallon fuel oil underground storage tank UST � A former 15,000 gallon fuel oil UST � A former 275 gallon gasoline or diesel AST � A former septic tank, catch basin, and discharge point � Naphthalene contamination detected in pre-existing groundwater monitoring wells � Former structure northwest of MW-2, possibly associated with a former airport � A former �sewage treatment plant� observed on a site plan from the 1960s During the investigation for the Phase II Assessment, ECS confirmed contamination of various contaminants to varying degrees in most areas of concern. Their recommendations are as follows: Further investigations are necessary to determine the extent of contamination in AOC #1, AOC #2, AOC #3, AOC #4, AOC #6, and AOC #8. It is ECS� understanding that Connor Homes will be contracting with a consultant to conduct additional investigations of the site, and that these investigations may include the above-referenced AOCs. If the out-of-use recovery well is no longer needed it should be abandoned in accordance with the Vermont Water Supply Rule, Chapter 21, Section 12.3.5. ACRPC�s work with the Brownfields program enabled the potential buyer and the seller to have a complete understanding of the strengths and limitations of the site. As a consequence of this work, Green Mountain Beverage opted to end negotiations with Connor Homes about buying the site. Although the contamination can be remediated, Green Mountain Beverage felt that the site was too risky for a food-oriented business such as theirs. ACRPC has since learned that Phelps Engineering outside of the brownfields grant funding has prepared a corrective action plan CAP for the site and the VT DEC Sites Management Section has completed a preliminary review of that plan. In a letter dated 3/28/12, Gerold Noyes, PE at VT DEC, writes: "Based on the results submitted to date and the proposed CAP, the SMS believes that petroleum contamination has been adequately investigated and does not require remediation in addition to the corrective action proposed for the chlorinated solvent contamination. We believe that the corrective action proposed for the chlorinated solvent remediation will also remove petroleum contamination. Ongoing and proposed groundwater monitoring of chlorinated solvent contamination will be sufficient to monitor residual petroleum contaminants. "Based on the recommendations and information submitted by ECS and Phelps, the SMS requests that: � Quarterly monitoring for VOCs by EPA Method 8260 of all site monitor wells should be continued next date - April 2012, and � A corrective action schedule should be submitted."

Former Use: Connor Homes, LLC acquired the property in 2007 from the Standard Register Company, which operated a printing facility since developing the site in 1965.
