Additional Property Attributes

Previous site use of the property included an automobile repair garage and paint shop, a used car sales business, a dry cleaning establishment, a newspaper printing company, and a Safeway grocery store. Prior to purchasing the property, a Phase I and Phase II Environmental Site Assessment ESA, a Subsurface Investigation, and a Tank Decommissioning Report for the underground heating oil tank and above ground storage tank serving the former Safeway store was performed on the property. The ESAs and Subsurface Investigation Report showed levels of petroleum, volatile organic compounds VOCs, polycyclic aromatic hydrocarbons PAHs, metals, and polychlorinated biphenyls PCBs is soil and groundwater. The extent of impacted soil and groundwater was not determined during these investigations. The city of Astoria requested Brownfield assistance from OR DEQ through DEQ�s 128a EPA Brownfield grant to conduct assessment activities to determine the extent of soil and groundwater impact from previous site activities that included a dry cleaner, auto repair shop, and newspaper print shop. In addition, as levels of vinyl chloride in groundwater were present in one groundwater sample above the DEQ vapor intrusion risk-based concentration for an urban resident, a soil gas investigation was also conducted. In May, 2012, soil, groundwater, and soil gas sampling was conducted at the site. The purpose of the SI was to: Assess the magnitude and extent of contamination in soil, groundwater and soil gas caused by former site activities; update the beneficial land and water use determination (BLWUD) that was prepared by Hahn and Associates during previous work for the site; develop a preliminary conceptual site model (CSM) for potential human health and ecological exposure, and compare contaminant concentrations to DEQ�s Risk Based Concentrations (RBCs) and ecological screening level values (SLVs) for complete exposure pathways; and determine if further action is warranted at the site based on the SI work completed. The findings of the SI sampling indicated that the highest detections of contaminants of interest in both soil and groundwater were generally in the vicinity of the northwest corner of the east parking lot and, that contaminants of interest in groundwater and soil-gas did not exceed the Oregon RBCs for the potentially complete exposure pathways at the site. Future work at the site may include the determination if the placement of a deed restriction limiting residential development of the property is warranted and the development of a contaminated media management plan (CMMP) to mitigate future construction worker risks at the site. The CMMP would assist in determining the proper disposition of site soils and water encountered during future construction activities. In addition, future soil and/or groundwater assessment or potential removal of soils may be warranted in the northwest corner of the parking structure, the eastern portion of the site, and the area south of the American Legion building.

Former Use: The 1.37-acre property is a city block bound by Duane Street to the north, Exchange Street to the south, 11th Street to the west, and 12th Street to the east. Like much of downtown Astoria, the property was developed on wooden piers within the former Columbia River channel and former tide line. Over time the property was filled in with clayey silts and medium grain sands. Previous site use included an automobile repair garage and paint shop, a used car sales business, a dry cleaning establishment, a newspaper printing company, and a Safeway grocery store. The grocery store closed in 2003 and was demolished in 2005.
