In 2012, development interest from a prospective purchaser prompted a Phase I ESA which revealed that this site was on the Oregon Department of Environmental Quality's (DEQ) ECSI list for suspected contamination due to past use as a dry cleaner and known underground heating oil tanks. As a result, the sale and redevelopment of the property were put on hold until further investigation was complete. The property owner approached the Brownfield Program for assistance with a Phase II ESA to determine if past use had resulted in contamination. The results of the Phase II investigation detected small concentrations of benzo(a)pyrene near the former placement of the underground heating oil tank. Although the contamination in the soil exceeded the urban residential RBC limits, DEQ determined that the release did not pose a human health threat under the proposed use of the site. In October 2012, the property owner enrolled in the Voluntary Cleanup Program and received a No Further Action Letter (NFA) from DEQ in late November of 2012. Now the sale and redevelopment of the property can move forward. The prospective purchasers are interested in developing a net zero mixed use development with solar power, recycled and local building materials, resident gardening space, bio-swales, and support infrastructure for rapid transit and bicycle use. The majority or entirety of the ground floor is anticipated as commercial and retail space, to promote sidewalk and neighborhood activity.

Former Use: This site has a history of containing several residences and commercial businesses, including a dry cleaning operation from approximately 1960 to 1970. When the property owner approached the Brownfield Program for assistance, the site had been vacant for several years.
