Additional Property Attributes

The review of historical resources reveals that the site has historically been used as an industrial property and a slaughter house. The site is currently unoccupied. Based on the historic use of the site as a manufacturing facility since at least 1955, the previous use poses a historic REC to the site. Based on site reconnaissance, petroleum products were observed in various sized containers in the loading dock area in the slaughterhouse. Spillage of the above-mentioned materials from these containers appeared to have occurred. Based on the presence and spillage of petroleum products at the site, Aquaterra believes this poses a REC to the site. Based on site reconnaissance, seven aboveground storage tanks (ASTs) were observed at the site. A few of the ASTs at the site were covered in suspect asbestos tank insulation materials and previously contained either petroleum products or compressed gases. Based on the previous use and contents of the ASTs, Aquaterra believes the ASTs pose a REC to the site. Nineteen, unidentified 55-gallon metal drums were observed at the site the day of the site reconnaissance. The unidentified 55-gallon metal drums are located along the east wall loading dock area in the slaughterhouse. The drums appeared to be in poor condition and were bulging. Based on the condition of the drums, Aquaterra believes the drums pose a REC to the site. During the site reconnaissance, Aquaterra also observed fluorescent light fixtures with ballasts, heavy industrial equipment, and motorized electrical equipment in the slaughterhouse that may potentially contain or be contaminated with Polychlorinated Biphenyls (PCBs). Extensive staining on the interior concrete floors in the immediate vicinity of the above-mentioned equipment was noted throughout the slaughterhouse. Aquaterra believes that the potential of PCB-containing light ballasts, and PCB-contaminated equipment pose a REC to the site. During the site reconnaissance, extensive staining was observed on the interior concrete floor associated with petroleum products, drums, unidentified substance containers, and around potential PCB-containing equipment. Extensive staining was also observed on the interior concrete floor in the boiler house, on a concrete rectangular tank, and in a concrete circular pit in the slaughterhouse. Based on extensive staining throughout the facility, Aquaterra believes that the extensive staining poses a REC to the site. Numerous floor grates were observed on the day of the site reconnaissance. The floor grates that were observed are located in the slaughterhouse. Theses floor grates were clogged with rubbish, metal scrap, and empty plastic bottles. Aquaterra observed an oil sheen on the stagnant discolored water in the floor grates. Therefore, Aquaterra believes that the floor grates pose a REC to the site. During site reconnaissance, Aquaterra observed rectangular concrete pits in the slaughterhouse. They also observed extensive staining in the rectangular pits. Therefore, Aquaterra believes that the pits pose a REC to the site. Based on state and/or tribal database review, one facility identified as the MACON FMGP was identified within the search radii from the subject site. Based on the lack of information presented in the EDR database report, proximity of the manufactured gas plant to the site, and soil and groundwater contamination typically associated with these facilities, Aquaterra believes that the manufactured gas plant poses a REC to the site. During site reconnaissance, Aquaterra observed suspect ACM on the interior and exterior of the slaughterhouse, cattle office, ASTs, and the utility building on the site. Additionally, the presence of suspect ACM boiler insulation strewn on the concrete floor of the boiler house represents an immediate danger to the welfare of the public and the environment. Aquaterra observed suspect LBP that may be present and include exterior and interior building components, and equipment. "
