Neel-Schaffer, Inc., Gulfport, Mississippi, has performed a Phase I Environmental Site Assessment (ESA) in general conformance with the scope and limitations of ASTM Practice E1527-05 for the eight First Gulfport Minority Development Co., Inc. parcels located south of Martin Luther King Jr., Drive and west of Arkansas Avenue in Gulfport, Mississippi, the property. The property was developed as early as 1952. At the time of this assessment, the property was vacant.This assessment has revealed no evidence of recognized environmental conditions in connection with the property, with the following exception: � The historical use of the property for a gasoline retail facility, with underground gasoline storage tanks and associated piping represents a recognized environmental condition.It is our opinion that there is the potential for past releases of petroleum hydrocarbons due to the presence of between two and four gasoline USTs and associated piping on the property. It is our opinion that further investigation (consisting of a Phase II ESA) would be required in order to detect the presence of hazardous substances or petroleum products on the property. The property consists of a total of approximately 1.6 acres and is located in Gulfport,Mississippi, latitude 30�24'12.24� North, longitude 89�05'39.84� West. A Phase II ESA was completed on February 18, 2012.The Phase II ESA consisted of two components: 1) removing three remaining gasoline USTs and collecting soil samples beneath the USTs in order to assess the soils located beneath the USTs for contaminants of concern, and 2) advancing three soil borings and submitting one soil sample per boring and two groundwater samples for laboratory analysis. MDEQ issued a NFA on April 16, 2013.

Former Use: The property consists of a total of approximately 1.6 acres and is located in Gulfport,Mississippi, latitude 30�24'12.24� North, longitude 89�05'39.84� West. At the time of the site reconnaissance performed on August 1, 2012, the property consisted of multiple contiguous vacant lots. Most of the property was covered with overgrown vegetation,except for the Lots 1 � 16 Block 268 portion of the property (north of Monroe Street), on which were located two adjacent large concrete slabs and one smaller concrete slab, a concrete foundation for a former dispenser island, four access plates for unused underground gasoline storage tanks (USTs), and asphalt and gravel parking areas. Electrical equipment identified as belonging to AT & T was situated in the northwest corner of this portion of the property, and Mr.Joseph Hudson, President of First Gulfport Minority Development Co., Inc., indicated by telephone on August 14, 2012 that this land has been sold to AT&T. Lots 17 and 18 Block 268,adjacent to the west, were vacant with remnants of an old driveway. Lots 12 � 20 of Block 315 (south of Monroe Street) were vacant and overgrown with vegetation.Based on a review of historic records, as well as an interview with the current property owner,the property has been developed dating back at least 1952. In addition to residential use, Lots 1 -16 Block 268 were occupied by C & M Supermarket, a gasoline retail facility, and a pallet making operation. The property is presently owned by First Gulfport Minority Development Co, Inc.
