Additional Property Attributes

The City of Kobuk owns this site and maintained a tank farm prior to the Alaska Energy Authority bulk fuel consolidation. Kobuk sought and obtained a Community Development Block Grant (CDBG), from the Alaska Department of Commerce, Community and Economic Development, to procure a new emergency generator for their community. The site had not been previously assessed, but it was assumed there were historical petroleum impacts that Kobuk would want to address before reusing the site for the new generator. In addition to the CDBG, the community had also obtained dedicated funds to conduct some cleanup of the site. The DEC Reuse & Redevelopment Program provided a Phase I assessment of the site in 2007, followed by removal of up to 300 cubic yards of petroleum-contaminated soil. The removed soil was stockpiled for future monitoring and remediation, as needed. Contamination above allowable clean-up limits was left in place; sufficient contamination was removed to allow safe reuse of the site as home to the new generator.

Former Use: The subject property is Lot 26 within U.S. Survey 3788. Ownership of the land was transferred from the State of Alaska to the Northwest Arctic Native Association (NANA) as of a result of the 1971 Alaska Native Claims Settlement Act. NANA Regional Corporation transferred the property to the City of Kobuk on June 2, 1988 via quitclaim deed. The site was developed in about 1984 as a tank farm and fuel station. By 2000 the tank farm/fuel station were abandoned when a new fuel handing facility was constructed north of the subject site.
