Additional Property Attributes

The site is located at 956 S. 6th Street in Wells, Nevada. The subject property consists of a single parcel of land approximately one acre in size and presently consists of a vacant building built prior to 1970 and extensively renovated in 1981. The building previously operated as a small casino and restaurant. The property was conveyed to the City of Wells by the owner in 2010. The adjacent parcel of land to the south was the site of a former gas station and that parcel is an active petroleum contamination site with the NDEP. Because of the site history as gas station and the known contamination issues on the adjacent parcel, the City of Wells applied for assistance with the NV 128(a) Brownfields program to assess the site.

Former Use: A Phase I ESA conducted by the NV Brownfields program (NBP) identifed RECs related to potential petroleum contamination in site soil and groundwater and also with potential asbestos-contaminated materials and lead-based paint in the vacant casino/restaurant building. The NBP performed a Phase II ESA incuding soil and groundwater sampling using direct-push Geoprobe technology, ground penetrating radar (GPR) survey, and asbestos and lead-based paint assessment in the building. The asbestos assessment found some asbestos-containing materials used in the construction of the roof, specifically a black penetration mastic and silver roofing paint. The lead-based paint assessment found no LBP materials. The soil and groundwater sampling investigation detected concentrations of VOCs and TPH exceeding the associated Nevada Reportable Concentrations limits at two sampling locations. the 2 sample locations impacted are located near the southeast corner of the parcel and directly downgradient from the petroleum contaminated site to the south. Concentrations above the Nevada RC were found in soil samples collected at depths greater than 10 feet bgs which indicates the contamination may be associated with groundwater fluctuations and is presumed to originate off-site at the adjacent property. The ground penetrating radar survey scanned the complete exterior of the building from the walls to approximately 20 feet away. On the western exterior of the building, an anomaly was detected that may indicate a potential orphaned heating oil UST system and its related piping. In January 2014, NBP contractors excavated in the area of anomaly expecting to find an UST and piping, but no UST or that might have caused the anomaly was encountered. Confirmation samples of the soil were taken and showed no evidence of contamination. The excavation was backfilled and closed.
