The State of Nevada assessed this property utilizing 128(a) funding at the request of the City of Ely, NV because of residents concerns regarding a number of discarded and damaged electric capacitors found on the site that were believed to have contained PCBs. Soil samples were selectively collected in the Phase II environmental site assessment in the vicinity of the abandoned capacitors, particularly if staining of the soil was visible. The analyses of these soil samples did indicate contamination by PCBs.

Former Use: The site consists of approximately 97 percent vacant land that comprised the former Georgetown Ranch. In the 1950's, a mill was constructed on approximately 40 acres of the site and operated as the Egan Mill Company Inc. processing ore that was mined off-site and transported to the mill. The mill was operated for approximately 30 years until 1980 by several different owners and was used to process ores of gold, silver, and lead. Following the mill's closure, the site was assessed several times in the USEPA's PA/SI program, but a ranking score could not be located in the NPL database. After the end of mill operations materials and equipment abandoned by the company and illegal dumping post-closure have caused concerns to nearby residents, largely agricultural, over the potential of contamination. The Nevada 128(a) Brownfields program intends to provide resources to help the City of Ely address the most compelling threat to human health and the environment found in the Phase I and Phase II ESAs, which are the abandoned electric PCB-capacitors and the small amounts of surface soil that they have impacted. The City still plans redevelopment on the site, either commercial use or has a City park, but the the City will need to find additional resources to manage and clean-up the metals contamination issues and other RECs identified in the Phase before this redevelopment can happen.
