Additional Property Attributes

The former Campbell Dry Cleaner operated from 1952 to 1995 when the current owner, Gary Hampton and his wife, purchased the building from Mr. Campbell, their long-time neighbor. With plans to use the space as rental income, the Hamptons renovated both the upstairs apartment and downstairs commercial space. With the recent passing of his wife, Gary made the decision to sell the property. Due diligence from a prospective purchaser prompted Phase I and Phase II environmental site assessments. Unknown to Mr. Hampton, the assessments revealed significant amounts of TCE and PCE (common contaminants from the dry cleaning process) in the soil beneath the building. Due to the extent and nature of the contaminants, the sale of the property was put on hold. Gary Hampton has been encouraged by DEQ to have additional site assessments conducted to clarify potential vapor intrusion issues on neighboring properties. The most recent Phase II investigation revealed PCE/TCE contaminated soil below the former dry cleaning machines. Air quality testing also revealed vapor intrusion issues on the property. Additional Phase II testing will be needed in order to delineate the extent of contaminated soil. Gary Hampton is no longer interested in selling the property. He plans on continuing to live in the upstairs apartment and has a business plan for a coffee shop in the downstairs commercial space. There is support from the neighboring businesses for a coffee shop and within a 0.10 walking radius, there are approximately 400 employees that could benefit from this service. Although the current environmental concerns are stalling any future plans for the downstairs space, Mr. Hampton continues to research funding opportunities and has made personal investments by completing small business classes at Portland Community College.
