The KDHE conducted a Phase I and Phase II Brownfields Targeted Assessment (BTA) at 519 S. National Avenue in Fort Scott, Kansas. The BTAs were conducted for Norris Heating and Air Conditioning Corp. (with City Support) for a property with environmental uncertainties that is proposed for redevelopment as the business�s main office. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential petroleum contaminants and hazardous substances associated with the historical use of the property as a gasoline service station (from approximately 1964 to 1985) and a dry-cleaners facility (from 1995 to 2012) and potential groundwater contamination associated with a former filling station from an upgradient property. Due to the potential for impacts to soil and groundwater, a Phase II assessment was recommended. Results of the Phase II indicated tetrachloroethene (PCE) in soil boring SB-3 (1.5-3) at a concentration of 0.24 milligrams per kilogram (mg/kg) exceeding the KDHE RSK soil-to-groundwater level of 0.121 mg/kg but is below the KDHE RSK residential and non-residential soil levels. TPH DRO was detected in SB-3 and SB-1 but at concentrations below the KDHE RSK levels. No contaminants of concern were detected in the groundwater sample collected from SB-5. According to the drycleaner registration information on file at KDHE, only petroleum-based solvent was used at this facility, and therefore, it is unclear if the PCE detection is associated with historical use as a drycleaner or other historical uses of the facility. The detection of PCE will be referred to the KDHE Site Assessment Program for further evaluation.
