Additional Property Attributes

Former Use: The City of Post Falls Urban Renewal Agency (URA) intends to purchase the French Cleaners (Property). The Property is a multi-tenant structure located at the southeast corner of North Spokane Street and East 4th Avenue in downtown Post Falls. Current occupants of the Site include French Cleaners (dry cleaning and laundry), T&T (roofing contractor), and Sand?s Auto (automobile body and repair). A Phase I ESA was completed for the Site by DEQ?s contractors in June 2012 that identified the following RECs: 1. Aggregate Releases Related to Historical Long-Term Automobile Service&/Repair 2. Release related to Dry Cleaning Use. 3. Closed Underground Storage Tank (UST). 4. Additional USTs. 5. Former Septic Drain Field or Cesspool, and Other Drains. DEQ is proposing to complete a Limited Phase II ESA for the URA to evaluate the environmental conditions of the property prior to purchase. DEQ's Phase I identified several RECs associated with the Site?s land use and operations by various owners and tenants, including. 1. Aggregate Releases Related to Long-Term Historical Automobile Service and Repair and Dry Cleaning Use. 2. Closed Underground Storage Tank (UST). 3. Additional USTs. There is potential for additional USTs to be present at the site. No closure documentation for additional USTs was identified during the Phase I ESA. 4. Former Septic Drain Field or Cesspool, and Other Drains. 5. Adjoining Site Use. The property adjacent to the southeast of the Site was formerly a print shop. 6. Housekeeping Concerns. Use and storage of hazardous material and wastes by the Site?s businesses did not appear to be in accordance with sound environmental practices, and may represent material threats of release(s).
