Additional Property Attributes

This site, in the center of Elmira, used to be home to the Elmira Family Store, a small community convenience store and gasoline service station. Elmira is located 15 miles east of Eugene, adjacent to Fern River Resevoir and the Long Tom River. Extensive gasoline contamination discovered in 1998 ultimately led to the closing of the store and service station business. The DEQ completed the site assessment work in September and October 2003 as part of DEQ's Oregon Rural and Economically Distressed Site Assessment Initiative. The assessment included extraction and sampling of five soil cores from different depths around the former USTs and dispensers. Four of these probe locations were converted into permanant groundwater monitoring wells. Lab results confirmed that substantial levels of gasoline-contaminated soil and ground water exist at the Elmira Store property and the contamination extends beyond the Elmira Post Office and Territorial Road. The property owner has demionstrated an inability to pay for cleanup of this property. The DEQ is including this property in the Orphan Site Program, a fund set aside for cleanup of properties where those responsible cannot pay. Funds from the Orphan Site Program will be used to initiate necessary cleanup actions to mitigate the risk posed by the existing gasoline contamination.
