With the assistance of this grant, the City of Missoula removed 8,000 cubic yards of contaminated soil, excavating a minimum of one foot below grade for the park area, in compliance with the DEQ-approved Interim Remediation Action Plan IRAP, as well as excavating prior to construction of the new office building and at another site portion with significant soil contamination. Subsequently, the City imported and graded 10,000 cubic yards of fill, 4,000 yards of topsoil, and 400 cubic yards of soil amendment, and seeded the new ground. In August, 2010, the City submitted a Construction Completion Report to DEQ, and requested a Letter of No Further Action we anticipate imminent receipt of such a letter for the entire City-owned portion of the site, with institutional controls. Spring will see the opening of a neighborhood park and soccer field on this once-contaminated ground. Finally, the City completed construction of an office for the Public Works Department, a parking lot for City vehicles, and a storage shed for winter road sand.

Former Use: The White Pine Sash and Door facility, on the Northside in Missoula, operated as a sawmill and window and door manufacturer from approximately 1920 until 1996. For approximately 50 years, in order to reduce the potential for mold and fungus growth, the wood products manufactured there were treated with a pentachlorophenol flake PCP, or penta, often contaminated with dioxin dissolved in diesel fuel. The treatment process involved dipping the wood products into underground vats of the penta solution for approximately three minutes, removing them from the vats, allowing them to drain and dry, and then shipping them to customers across the country. This treatment, and lack of containment, resulted in penta and dioxin contamination in soil and subsurface water, and in 1994 the site was listed as a state superfund site. In 1996, White Pine Sash, the last large employer on the Northside, closed down. In 2000, the City aquired the 16.6 acres that were the subject of this cleanup grant the remaining 30 acres are in private hands.
