Additional Property Attributes

Phase II ESA conducted in February 2013 identified the following: � PAHs detected above the Statewide Standards in Range I soil at SB1 and SB7. The calculated cumulative cancer risk was unacceptable for both site residents and site workers. � PAH constituents detected in groundwater above Statewide Standards in SB10. RCRA metals detected above Statewide Standards in groundwater at SB1, SB2, SB3, SB4, SB5, SB7, and SB9. The cumulative cancer risks calculated for groundwater were unacceptable for both site residents and site workers. In addition, the non-cancer risks for several target organs (e.g. heart, blood, skin, and gastrointestinal system) were unacceptable for the site resident. PAHs detected in groundwater at SB10 may be a result of native coal and shale formation. Metals found in both soil and groundwater may be native to the soils, coal, and shale formation on the site. QEP recommended that the City submit the report to the IDNR for review and guidance regarding whether additional investigation would be required. The IDNR issued a letter to the City of Ottumwa on 03/29/2013 that stated they did not require any follow-up sampling. Specifically, the letter stated the following: �while contaminants have been found, the DNR has not identified evidence suggesting the likely existence of a hazardous condition.� IDNR went on further to state: �The accumulated soil and groundwater data indicates a generally widespread but low level of contamination. The majority of these concentrations are below either Tier 1 UST standards and/or SWS �There are currently no receptors in the area that are susceptible to contamination from this site however depending on how the site may be redeveloped, additional assessment and remediation may be required to address the documented residual contamination. The IDNR assigned the property a current status of �closed.�

Former Use: The property operated as a brick plant from approximately 1890 to the early 1990s. Various owners include the following: R.K., Goodwin, et al. (1940-1946); Mason City Brick and Tile Company (1946-1961); Harsco Corp/Roll Inc. (1961-1981); Patch Sherwood E. �et al.�-partners D/B/A Midland Brick (1981-1987); Midland Brick Properties (1987-1988); Midland Brick Corp. of Iowa (1988-1990); and Estle-Delong Construction Inc. (1990-closure). The property�s former use included various kilns which utilized coal. An Ottumwa Courier article dated August 10, 1912 noted the plant may have used up to 50 tons of coal per day. The operation included the largest continuous kiln in the world at one point.
