KDHE conducted a Phase I Brownfields Targeted Assessment (BTA) on a property located at 500 East 9th Street in Ellis, Kansas. The Phase I BTA was conducted for Ellis County for a property with environmental uncertainities that is proposed for reuse. In addition, due diligence of the property was necessary since a property transition may occur between the County and a potential purchaser. Based on the Phase I report, RECs were identified as potential petroleum contaminants and/or hazardous substances associated with the historical use of the property as a coal locomotive and/or railcar maintenance facility. Due to the potential for impacts to soil and groundwater, a Phase II assessment was conducted on February 28, 2013, and consisted of advancing five soil/groundwater probes using direct-push technology. One soil sample and one groundwater sample from each boring location was submitted to the laboratory for analysis of volatile organic compounds (VOCs), total petroleum hydrocarbon (TPH) diesel range organics (DRO), and eight RCRA metals. Arsenic, barium, chromium, lead, and a few VOCs were detected in the soil but at concentrations below the KDHE Risk-Based Standard (RSK) Levels for both the residential and non-residential scenarios. No other contaminants of concern (COCs) were detected in the soil samples above laboratory reporting limits. Arsenic and barium were also detected in the groundwater with only arsenic concentrations exceeding the KDHE RSK residential level of 10 microgram per liter (ug/L).However, the presence of arsenic in the groundwater slightly above the KDHE RSK is not necessarily evidence of �impacted� groundwater, but may rather be indicative of regional groundwater characteristics. In particular, a duplicate groundwater sample was collected from location P-1 and had an estimated arsenic concentration of 9.7 ug/L, which is below the KDHE RSK residential level of 10ug/L. Further, the average arsenic concentration detected in the on-site soil samples was 5 milligrams per kilogram (mg/kg) well below the KDHE RSK residential level of 18.9 mg/kg. No other COCs were detected in the groundwater samples above laboratory reporting limits. Based on the data collected during the Phase II investigation, arsenic detected in the groundwater appears to be naturally occurring. Further assessment under the Brownfields Program is not warranted and the property is cleared for redevelopment.

Former Use: Railroad coal locomative and railcar maintenance facility (1900's to 1950's); unused (1950's to 1973); County storage yard and light maintenance and repair shop from 1973 to present.
