KDHE conducted a Phase I Brownfields Targeted Assessment (BTA) for the City of Burlingame on a property with environmental uncertainties that is proposed for demolition and subsequent redevelopment in conjunction with adjoining properties as part of the City�s revitalization plans. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential releases of hazardous substances associated with the historical use of the property for photo processing and boot making activities and the historical use of the west adjoining property as an implement and electronic repairs shop. Due to the potential for soil and/or groundwater impacts, a Phase II assessment was recommended. An Asbestos Building Survey was also conducted as an additional scope outside of the ASTM-1527-05 Phase I assessment. Asbestos containing material (ACM) was identified in the building and the City has been advised to work with the KDHE Asbestos Control Section to comply with all Federal and State regulations with respect to the asbestos. The Phase II investigation was conducted in May 8-10, 2013 in conjunction with the adjoining property to the west, 105 E. Santa Fe (Burlingame TV Repair Shop BTA). Several soil and groundwater samples were collected and submitted to the laboratory for analysis of RCRA metals. Groundwater samples and select soil samples were also sumbitted for analysis of volatile organic compounds (VOCs) and total petroleum hydrocarbons diesel range organics (TPH DRO). Results of the investigation indicated lead in surface soil and chromium and arsenic in surface and subsurface soils above KDHE RSK residential levels. Upon further evaluation of the Phase II data, the arsenic identified in surface and subsurface soils and chromium detected in the subsurface soils are consistent with background concentrations. However, the elevated levels of lead and chromium identified in surface soils are above KDHE RSK and background levels. TPH DRO was detected in one subsurface soil below the KDHE RSK residential level. VOCs were not detected in any of the soil samples. No contaminants of concern were detected in any of the groundwater samples above laboratory reporting limits. It is recommended that lead and chromium impacted surface soil be further defined and removed by excavation and disposal actions. Soil excavation activities were conducted in October 2013 under the purview of the KDHE Voluntary Cleanup and Property Redevelopment Program (VCPRP). Following the excavation activities it was determined additional remedial alternatives may be necessary to address residual impacts remaininn in the soil. An ABCA is currently underway.
