Additional Property Attributes

The property was formerly a filling station from at least 1963-1969. An underground storage tank was removed in 1985 with no indication that sampling occurred during removal activities. Phase II ESA conducted in August 2013 identified the following: � No VOCs detected in Range 2 soil (>2 feet below ground surface [bgs]). TEH as gasoline detected at SB-2 at 20-22 feet bgs. There is no Statewide Standard or Tier 1 Lookup Value for TEH as gasoline. � Carbon disulfide and TEH as waste oil detected below their respective Statewide Standards. Carbon disulfide detected at SB-2 and TEH as waste oil detected at both sample locations. The cumulative cancer and non-cancer risks for groundwater are acceptable for both a site resident and a site worker. No further action recommended based on the findings of the Phase II ESA activities. The observed groundwater concentrations were below the Statewide Standards, the City of Ottumwa has an ordinance (Ordinance No. 2890-2000) that prevents the installation of private wells unless approved by the City�s Health Department and this has been approved by IDNR. Therefore, the groundwater ingestion pathway is incomplete.

Former Use: The site contained a vacant lot in 1902; residential dwellings and commercial development from 1909-1963- this includes a wagon shop in 1909, an auto repair shop from 1917-25, and a warehouse in 1945; and commercial development since 1963- this includes a filling station from 1963-1969, an auto repair from 1974-84, and a bar/restaurant from 1985-present.
