Additional Property Attributes

Former Use: Western portion of site was formerly a municipal coal gasification plant. Balance of the site historically contained clay tile factories until the former Central Elementary School was constructed in the mid-1950s. The former Central Elementary School property, is currently undergoing significant brownfields assessment activities. The 21 acre property is located at the southern limits of our Downtown and abuts the Illinois River at a location immediately west of the confluence of the Fox and Illinois Rivers. The riverfront property is the downtown?s primary connection to the Illinois River. In 2008, heavy rainstorms resulting from the landfall of Hurricane Ike flooded the property, which at the time contained the School. The school was condemned as a result of the significant damage and rebuilt at a new The City purchased the property shortly thereafter and secured Hurricane Ike Disaster Recovery Program grant funds to remove asbestos, demolish the condemned structure, and assist with evaluating environmental concerns in the vicinity of the former school building. The unexpected discovery of coal tar contamination in soil and groundwater from a former coal gasification facility has complicated the balance of the assessment and cleanup work required at the site. ComEd/Nicor (utility) investigated the coal tar issues and found the contamination to be limited to soils in a former mill race adjacent to the former coal gasification site (track site to the west). The utility company and consultants are currently addressing contamination with remedial excavation - anticipated to be complete in 2021. The City pursued and received a comprehensive No Further Remediation letter for the remaining Central School grounds (11.1 acres) to address non-coal tar related contaminants. The NFR letter was issued 3/22/2018. Redevelopment of the site into a festival grounds and marina are the end goal. The concept of the festival grounds and marina were developed in close partnership between the City and the public through a series of highly attended community outreach events. Redevelopment of the former Central Elementary School property is the most important project in establishing a vibrant downtown and front for the City.
