Additional Property Attributes

City officials anticipate the incongruent land use will eventually redevelop into single-family homes. The Phase II ESA determined the following: � Several PAHs and RCRA metals detected in Range 1 soil below Statewide Standards. � No VOCs or TEHs detected in Range 2 soil above laboratory report limits. � TEH as waste oil and several PAHs and VOCs detected in groundwater below Statewide Standards. � Several RCRA metals detected in groundwater below Statewide Standards. Lead detected above the Statewide Standard for protected groundwater and below the Statewide Standard for non-protected groundwater at SB3. The cumulative risk calculations for cancer and non-cancer risks were acceptable for a site resident and site work for groundwater exposure. The RCRA metal groundwater samples were not filtered so it is undetermined whether the sample result was dissolved lead or lead bound to suspended solids. Furthermore, Black Hawk County has an ordinance (Health Dept. Regulation 1-99) that requires a mandatory connection to public water. This ordinance severs the groundwater ingestion exposure pathway. The QEP determined no further action appeared warranted based on the ordinance and the findings of the Phase II ESA activities.

Former Use: Historical records indicate the subject property was a vacant lot with railroad tracks and residential development from 1918-1941; industrial development with railroad tracks and residential development (Subject property listed as 517 Rhey Street contained a wholesale building materials company from 1952-1963) from 1946-1963; commercial and industrial development with railroad tracks and residential development (Subject property listed as 517 Rhey Street contained a wholesale building materials company from 1964-1968 and a �store� in 1968) from 1964-1968; industrial development with railroad tracks and residential development (Subject property listed as 517 Rhey Street contained an insulation contractor from 1973-1998) from 1973-1999; and, industrial development with railroad tracks (until 2002) and vacant lots (Subject property listed as 517 Rhey Street has contained a general contractor since 2002) from 2000-present.
