Additional Property Attributes

The City completed a site assessment on the vacant 2-story commercial structure to satisfy All Appropriate Inquiry (AAI) requirements prior to acquisition. Phase II ESA recommended no further action. No identified contaminants exceeded their respective statewide standard. The City secured a 15,000 IDNR Section 128-A grant to help with asbestos removal. The City will complete the asbestos abatement activities and demolition in the Spring of 2014. The City Council approved a development agreement with a private entity in September 2015 to construct a four-story mixed use building on the property. The project involves 30 rental condos on the upper three floors with commercial storefronts on the street level. The group receives the land for $1 and gets 42 percent tax rebates for 20 years. In return, they must maintain at least a $2.5 million value on the finished building. City officials expect construction will start in late spring 2016.
