Additional Property Attributes

The City conducted a limited Phase I ESA on the vacant former concrete culvert manufacturing facility in May of 2013. The City secured access to the property in October and were than able to complete a full Phase I ESA. The Update to the Phase I ESA confirmed the original RECS and identified additional RECs. The report recommended the completion of a Phase II ESA. Phase II ESA identified the following: � Two PAHs and several RCRA metals detected in Range 1 soil below Statewide Standards. Arsenic detected at SB4 above the Statewide Standard. Calculated cancer and non-cancer risks acceptable for a site resident and site worker. � No VOCs detected in Range 2 soil above laboratory report limits. TEH as waste oil detected below the Statewide Standard at SB4. Several RCRA metals detected below Statewide Standards at SB3. � No TEHs detected in groundwater above laboratory report limits. Several PAHs, VOCs, and RCRA metals detected below Statewide Standards. Lead and arsenic detected at SB3 and SB2, respectively, above the protected groundwater Statewide Standard but below the non-protected groundwater Statewide Standard. Compounds detected above Statewide Standards do not pose a vapor intrusion risk. No basements or subgrade structures exist on the subject property eliminating any vapor intrusion pathways. Black Hawk County has an ordinance requiring a mandatory connection to public water which severs any groundwater ingestion exposure pathway. QEP recommend no further action based on the ordinance and findings. A private developer has purchased the site for re-use as a wood packaging manufacturer including custom pallets and crates for domestic and international shipping.

Former Use: Historical records indicate the property contained industrial development from from approximately 1910-2003. Uses included Waterloo Malleable Iron Works in 1910; Pioneer Manufacturing Co., which included a machine shop, in 1918; Zeidler Concrete Products Machinery Co. from 1930 to 1998; and Iowa Concrete Products Co. in 2003. The property also contained a railroad siding until approximately 1970. The property contained later transitioned into a more commercial use in 2008 as Amazing Grace Daycare and Pro Earth Environmental occupied the site. The property is currently vacant.
