Institutional Controls were implemented as a result of the CERCLA removal action that occurred on the property. Property shall not be used for the following purposes: Residential, including any dwelling unity and rooming units, mobile homes or factory built housing, camping facilities, hotels, or other unit constructed or installed for occupancy on a 24 hour basis; a hospital for humans; educational institutions such as a public or private school; a day care center for children; any purpose involving occupancy on a 24-hour basis. In addition, no action shall be taken to excavate or drill or intrude into, or penetrate or otherwise disturb soil below 4 feet unless such soils are sampled and determined to be below 750 ppm lead or soils exceeding 750 ppm lead are removed pursuant to a work plan approved in writing by US EPA.

Additional Property Attributes

Former Use: Historical industrial occupants of the property were dated back to 1888 and included La Bastie Glass Works (glass manufacturing), Keen Kleener Manufacturing (manufacturers of scouring powder), Weldron Silica Co., and American Magnestone Corp. (manufacturers of stucco and flooring). The property was vacant by 1939 with no structures. In the early 2000s, a limited amount of soil was removed under a US EPA Critical Removal Action as a result of lead, arsenic, and PAH contamination that was detected while evaluating an adjacent NPL site (NPL-9 - Ottawa Radiation Areas). The property currently contains a vacant office structure that was most recently occupied by the LaSalle County School Employee Credit Union. The landowner liability defenses offered by the Phase I allowed for a private individual to be comforted and move forward with purchasing the property to operate a bicycle shop. The property's location is immediately adjacent to the I & M Canal recreational path, which is an added value for the new business.
