This site, owned by Portland Community Reinvestment Initiatives Inc (PCRI), is currently an affordable housing complex with office space on the ground floor. The building, constructed in 1911, occupies a 0.46 lot on the corner of N. Russell and N. Williams in the Elliot neighborhood. PCRI is a non-profit providing affordable housing and services to low-income families by creating and maintaining properties for over 20 years in Portland. Purchased in 2006, this site provides several below market rate affordable apartments. The non-profit Urban League of Portland occupies the ground floor retail space. In January of 2013, under direction of PCRI�s lender, an initial site assessment was conducted. The report determined that a 1750 gallon underground heating oil tank was present in the right-of-way adjacent to the property and further assessment was requested. As a non-profit, PCRI was unable to finance further assessments without placing a burden on residents to help cover the costs. PCRI contacted the Brownfield Program seeking assistance with additional site assessments in order to clarify any potential environmental concerns associated with the underground tank. It is part of PCRI�s mission to provide not only affordable, but safe and healthy housing for residents as well. The Phase II investigation revealed a 2500 gallon underground heating oil tank but soil tests did not show any contamination associated with the tank. Since the Brownfield Program funded 100 percent of the Phase II investigation, PCRI was able to fund the tank decommissioning without placing a financial burden on their current residents.

Former Use: Since 1911 this site has been an apartment complex with retail businesses on the ground floor. A Phase I investigation revealed a large underground heating oil tank with no decommissioning records through the Oregon Department of Environmental Quality.
