Located on the southwest corner of NE Cully and NE Killingsworth in the Cully neighborhood, this 0.33 acre lot and 1,259 square foot building constructed in 1960 is owned by Hacienda Community Development Corporation (CDC). Currently this site houses the property management offices for their multi-family affordable housing units. A recent Phase I environmental site assessment revealed that the site had several past uses. Originally the site was developed for agriculture. Between 1936 and 1943, commercial buildings were constructed for a gasoline service station. In 1960, redevelopment occurred to include the current building and two gasoline dispenser islands. The gas station operated until 1982 and then housed a beauty salon until1995 when Hacienda purchased the site. Although documentation indicates that two underground storage tanks were removed in 1982, there is no record of soil or groundwater assessment associated with the tank removal. A Phase II environmental site assessment was recommended due to potential contamination concerns associated with the 40 year range of storing and dispensing petroleum products on this site. The Phase II investigation, funded by the Brownfield Program, revealed petroleum contaminated soil around the former tank areas and evidence of a heating oil tank. A further investigation and delineation of the soils did not reveal contamination that would pose an unacceptable risk to human health or the environment based on Oregon DEQ's risk based concentrations. Furthermore, a heating oil tank was discovered but no petroleum contamination was associated with this tank. Hacienda paid for the the removal and disposal of the heating oil tank. ODEQ issued a No Further Action letter for the site on 01/31/2014. Hacienda CDC is a non-profit organization aiming to provide affordable housing, homeownership support, economic advancement and educational opportunities for low-income residents. While they primarily work within the Latino community, Hacienda also provides assistance to other ESL and immigrant groups. Visit their website at www.haciendacdc.org. Plans for this site include demolishing the current structure and redeveloping the site with an Earth Advantage certified office building that will house all of Hacienda staff and community services. Because Hacienda�s largest affordable housing developments are adjacent to the site, this will allow them to better accommodate its residents as the services will be more accessible to the community upon completion of the project.
