Additional Property Attributes

This site is currently operating as Island Foods, an ethnic goods grocery store. Located on the corner of NE Killingsworth and 15th Ave in the Vernon neighborhood, the site comprises two tax lots equaling 0.22 acres with a 2600 square foot building constructed in 1929. 03/15/2013 - Harold Nath, the current owner of the site and the grocery store, is planning to sell the property to Hugh Development, but the transaction is stalled until environmental assessment is performed. Andrew Clark, owner of Hugh Development, is working with Concordia University to expand their campus. Plans for this site are to demolish the current structure and build an energy efficient mixed-use development with student housing, other student amenities and ground floor retail. This stretch of NE Killingsworth has been in need of redevelopment opportunities to improve the surrounding area for some time. Past zoning restrictions were recently changed to allow for commercial development. Concordia University is located nearby on NE 27th Avenue and NE Holman Street and has been a prominent higher educational institution in the neighborhood since 1905. The recent zoning changes have opened up the potential for Concordia to provide more student amenities near their central campus. 12/31/13 - The Phase II assessment revealed gasoline-range hydrocarbons, petroleum and chlorinated VOCs in soil gas as well as petroleum and chlorinated VOCs in sub-slab vapors beneath the building. There was also a confirmed detection of PCE in sub-slab vapor samples. However, all detection levels of the contaminants were below risk-based concentrations and there are no complete exposure pathways. Furthermore, the Phase II assessment states that "the source of the PCE vapor is not known. Given that PCE was not in wide use nationally until the 1940s, it is unlikely to have been used during the 1930s at this neighborhood dry cleaner in Portland, Oregon. Potential off-site sources could be a historical dry cleaner that was located 1 block east of the site, or one of the nearby service stations that may have used PCE as a degreasing agent with a resulting spill. The low and consistent PCE concentrations in soil gas and sub-slab vapor at the five locations across the site suggest an even distribution of contaminant vapor in the subsurface, which would suggest either a limited low-concentration on-site source or a more distant off-site source." Additional assessment will not be pursued as a potential on-site PCE source would be difficult to detect. Also, the low concentrations may not warrant the cost of additional investigation. The prospective purchaser understands the risk moving foward with the property transaction. 02/06/2014 - as of now, the original prospective purchaser is no longer interested in this site. The broker of the property is now looking for a new purchaser. It is unknown what the end use will be at this point.

Former Use: According to the Phase I ESA, the property was "undeveloped prior to 1905, and was developed with residences addressed as 595 and 603 E Killingsworth Avenue by 1924." Later the "dwelling was demolished and replaced by a store parking lot in the late-1950s. A dry cleaning business occupied the western portion of the Property building (1461 Killingsworth Avenue) during the 1930s. Subsequent uses included a beauty salon (1940s to 1960s), and a church in the 1980s." A grocery store now occupies the site.
