Additional Property Attributes

Based on site history, previous environmental assessments, and MDEQ activity, Neel-Schaffer proposed a Phase II ESA in the adjacent city ROW to determine if contaminants were migrating from the former Holcomb Paint factory onto adjoining properties to the north, south, and west.All groundwater constituents were reported below their MDEQ Tier 1 TRG, with the exception a benzene concentration of 160 micrograms per liter (ug/L) in the groundwater sample collected from MW-1. The MDEQ Tier 1 TRG for benzene is 5.00 ug/L. Monitor Well MW-1 is located in a hydraulically downgradient position relative to the former Holcomb Paint Factory.The laboratory analytical results indicated all constituent concentrations below the MDEQ Tier 1 TRG, except for the benzene concentration of 160 ug/L detected in the groundwater sample collected from MW-1. Monitor Well MW-1 is situated in a hydraulically downgradient position relative to the former Holcomb Paint Factory property.

Former Use: The Holcomb Paint Factory (former) site is located at 2500 33rd Avenue, at the northeast corner of the intersection of 33rd Avenue and Pass Road, Gulfport, Mississippi, and is identified by the Harrison County Assessor�s office as Parcel 0811D-04-010.000. The approximate 3-acre site is currently owned by Ms. Christine Mitchell and M. H. Heyer, according to current Harrison County Assessor�s data. The site is currently vacant of structures.Adjoining property to the south is developed as 25th Street (aka Pass Road), across which are residences. The site is bounded on the west by 33rd Avenue, across which is an apartment complex. It is bounded on the north by an abandoned rail line, and on the east by commercial properties (storage facility). The Holcomb Paint Factory (former) is a Mississippi Department of Environmental Quality (MDEQ) State Hazardous Waste Site (SHWS). At some previous time, a fire destroyed the building, and it was demolished in 2002. In 2001, Harris Engineers, Inc. (Harris) conducted a Phase I/II environmental site assessment (ESA) on the subject property. Based on results of the Phase I/II ESA, as well as subsequent MDEQ site visits, the MDEQ issued a letter to the property owner (Mrs. Christine Mitchell) dated October 24, 2002. The letter stated that based on a review of available information, site soils and groundwater had been impacted with arsenic, lead, and/or total petroleum hydrocarbons(TPH) above MDEQ action levels, and that she is liable for remediation of the contaminated soils and groundwater.The laboratory analytical results indicated all constituent concentrations below the MDEQ Tier 1 TRG, except for the benzene concentration of 160 ug/L detected in the groundwater sample collected from MW-1. Monitor Well MW-1 is situated in a hydraulically downgradient position relative to the former Holcomb Paint Factory property.
