Additional Property Attributes

The City completed a purchase agreement to acquire the property for flood mitigation purposes. The findings and conclusions of the Phase II ESA are summarized as follows: � Benzo(a)pyrene detected above the Statewide Standard in Range 1 soil at SB4. Several RCRA metals and additional PAHs detected in Range 1 soil below Statewide Standards. The cancer and non-cancer risk for a site resident and site worker were acceptable. � Several RCRA metals detected in Range 2 soil below Statewide Standards. � Barium and chromium detected in the composite soil mound sample below Statewide Standards. � Several RCRA metals and PAHs detected in groundwater samples below Statewide Standards for protected and non-protected groundwater. Based on fill encountered on the subject property and findings in the preliminary asbestos investigation that identified asbestos containing material (ACM) in the rubble piles on the subject property, asbestos mitigation or containment efforts should be completed on the subject property. If redevelopment plans for the subject property include placing structures on the property, removal of the fill that was encountered between the ground surface and ten feet below ground surface should be evaluated. The City of Waterloo acquired the property and worked with the Black Hawk County Health Department to properly close the permitted rubble site. This included placing clean fill over the remaining construction debris in an effort to minimize air borne exposures. The County issued a letter to the City on November 11, 2013 stating the site was properly closed. The site will remain unencumbered greenspace along a bike trail managed in conjunction with the Black Hawk County Conservation Board.

Former Use: Historical records indicate the subject property has always been undeveloped. The subject property has been used as a rubble site since at least 1979 and permitted as such since 1989 (Historical aerial photographs depict a water feature on the subject property slowly being filled with rubble from approximately 1970-present. An interview with the Battalion Chief from the Waterloo Fire Department indicated the fill was concrete and rock; Historical topographical maps dated 1963, 1972, and 1980 depict the site as being covered with water)
