Additional Property Attributes

The City completed the work as part of an area-wide Phase I ESA (Block #4 within the "Railroad and Hayne Development Area"). The report includes the following four properties: 305 South Iowa Avenue, PIN# 007-41-075-0053-02-0, PIN# 007-41-075-0053-01-0, and PIN# 007-41-075-0075-01-0. The City completed a Phase II ESA as part of an area-wide Phase II ESA (Block #4 within the "Railroad and Hayne Development Area"). The City was unable to secure access to all individual properties. All sample locations cited within the public right-of-way as a consequence. The following are the results of the investigation: -Range 1 soil: Several RCRA metals and PAHs detected in Range 1 soil (0-2 feet below ground surface [bgs]) below Statewide Standards. Arsenic detected above the Statewide Standard at SB1, SB7, and SB8. Benzo(a)pyrene was detected above the Statewide Standard at SB7 and SB12. -Range 2 soil: No VOCs detected in Range 2 soil (>2 feet bgs). TEH as waste oil detected at SB2, SB3, and SB7 below the Statewide Standard. -Groundwater: Several VOCs, RCRA metals, and TEH as diesel and waste oil detected in groundwater below Statewide Standards. PAHs detected, however, these were observed at levels also observed in the laboratory blanks. Arsenic, cadmium, lead, and selenium were observed above the non-protected Statewide Standard and arsenic observed above the protected and non-protected Statewide Standard at SB5. The cancer risk is acceptable for both site worker and site residents. The noncancer risk for site workers is acceptable and non-cancer risk for site residents is unacceptable. While the observed groundwater concentrations were below the Statewide Standards and the site resident non-cancer risk is unacceptable, the City of Ottumwa also has an ordinance (Ordinance No. 2890-2000) that prevents the installation of private wells unless approved by the City's Health Department. This ordinance serves as means of severing the groundwater ingestion pathway and has been approved by IDNR. Therefore, the groundwater ingestion pathway is incomplete. The contaminants that observed above Statewide Standards in groundwater do not pose a vapor intrusion risk and therefore this pathway is incomplete. Contaminants detected above the Statewide Standards in Range 1 soil. The calculated risks were acceptable for the site resident and site worker in Range 1 soil. Based on the findings in this report, no additional environmental assessment is needed. The City has targeted the Railroad and Hayne Development Area for future industrial uses.

Former Use: Parcel identified as 305 South Iowa Avenue contained residential development in 1924, industrial development (John Morrell & Co. garage) from 1937-1963, commercial development (Unknown site use during this time) from 1965-1969, a vacant building from 1974-1979, commercial development (Restaurants are listed at this property in 1989, 1994, 1999, and 2003) from 1989-2006, and a vacant restaurant since 2009. Parcel identified as PIN# 007-41-075-0053-02-0 contained residential development in 1924, industrial development (John Morrell & Co. garage) from 1937-1963, a parking lot in 1969, and a vacant lot since 1978 (Aerial photographs show the site has been paved since 1994). Parcel identified as PIN# 007-41-075-0053-01-0 contained industrial development (John Morrell & Co. facility) in 1937, an access road for John Morrell facilities from 1941-1963, a parking lot in 1969, a vacant lot with access to a unpaved parking area from 1978-1990, and commercial development (Mini storage facility) from 1993-present. Parcel identified as PIN# 007-41-075-0075-01-0 contained industrial development (John Morrell & Co. facility) in 1937, an access road for John Morrell facilities from 1941-1963, a parking lot in 1969, a vacant lot with access to a unpaved parking area from 1978-1990, and commercial development (Mini storage facility) from 1993-present.
