The Site consists of a MassDOT-owned paved roadway and contiguous triangular-shaped vacant area of land off the Southeast Corner of Pleasant Street and Hockanum Road (part of the MassDOT ROW). The Site is currently operated by MassDOT as a ROW for vehicular transportation but is expected to be transferred to the City of Northampton so it can be improved to a Complete Streets standard.

Former Use: Just south of the heart of Northampton, the site consists of a half-mile stretch of Pleasant Street (Route 5) and an adjacent parcel that is considered part of the road's right-of-way. The Mass. Dept. of Transportation currently owns the roadway while the City of Northampton owns the adjacent parcel. Route 5 is the main north-south corridor through Northampton, and significant commercial development lines both sides of the roadway, include a car dealership and several retail and office buildings. The vacant parcel is adjacent to the Mill River, which in this area runs underground through a culvert. Contaminants from off-site releases (possibly including a manufactured gas plant) may be impacting the site.
