An Environmental Land Use Restriction (ELUR) has been recorded on deed that will not permit the site to be used for residential purposes and will not permit groundwater from the site to be used for potable water. Further, a post-construction Soil Management Plan (SMP) has been prepared to establish procedures to be followed should future construction activities on the site require the need to manage soils excavated from the subsurface or when existing site surfaces or engineering controls be disturbed. The draft ELUR and SMP are included in the Remedial Action Closure Report, which has been submitted to our EPA Project Officer.

Additional Property Attributes

Former Use: Historic operational uses identified during the Phase I ESA revealed a variety of manufacturing and commercial uses from c1875 through c1993 after which a variety of small, commercial tenants used the Site for miscellaneous activities. Historic uses and tenants included: The American Supply Company (c1894-1949), automotive repair and manufacturing (c1965), Central Braid and Rug Company (c1984-1992), sporting goods store (c1993), theatre company (c1994), Hock & Feather Angler Store (c1995), Scoop at the Falls (c2000-2008). The American Supply Company manufactured loom reeds and harnesses, heddles, and leather belting. Central Braid and Rug made woven rugs. The Site is currently vacant.

The primary continuous use of the site over the past three decades has been to provide public access to the Blackstone River. The site includes a boat ramp for kayaks and other small (primarily non-motorized) watercraft, as well as a dock that serves as a base for riverboat tours conducted by the Blackstone Valley Tourism Council.

Current Conditions: Site remediation was completed in late 2020 with the removal of contaminated soil, capping with a combination of clean fill, an asphalt parking lot, concrete sidewalks and ramps, a concrete foundation and slab for a new commercial building, fencing, and landscaping. Redevelopment began in early January 2021 when the wood framing for a new commercial building commenced. Some exterior work began on the historic wooden mill building in early 2020, and interior construction inside that building began in mid-2020 and will continue through the winter and spring.

Future Use: The historic mill building will include a combination of restaurant/caf�pace and office space, with the Blackstone Valley Tourism Council as the primary office tenant. A restaurant will occupy the new commercial building. The site will continue to provide public access to the river and dock. The Blackstone Valley Tourism Council will continue to run riverboat tours and will also run kayaking programs for youth.
