Additional Property Attributes

The City of Waterloo purchased the vacant building for demolition and redevelopment as a surface parking lot to serve the adjoining Cedar Valley SportsPlex. The Phase II ESA findings and conclusions are summarized as follows: � Range 1 Soil: Benzo(a)pyrene detected in Range 1 soil at SB-1 above the Statewide Standard and several other PAHs and RCRA metals detected below Statewide Standards. The calculated cancer and non-cancer risks are acceptable for a site resident and site worker. � Range 2 Soil: No VOCs detected in Range 2 soil above laboratory reporting limits. � Groundwater: Groundwater not encountered at the Subject Property. � Vapor Intrusion: Vapor intrusion does not appear to be a concern based on the results of this Phase II ESA. The Subject Property is primarily covered by a structure. The structure contains a basement, and therefore, no Range 1 soil is present underneath the structure. SB-1 was located in the alleyway that borders the southwest side of the structure located on the Subject Property. The planned site redevelopment includes a paved parking lot and an outdoor playground and there are no plans to include a structure on the Subject Property. Further, benzo(a)pyrene was the only compound detected above Statewide Standards and it is considered insufficiently volatile to pose a vapor intrusion risk per EPA guidance documents. Based on the absence of a receptor and source, the vapor intrusion pathway does not appear to pose a health risk. Groundwater was not encountered at the Subject Property, however, Black Hawk County maintains an ordinance (Health Dept. Regulation 1-99) that requires a mandatory connection to public water, preventing the installation of new wells, and therefore prevents the ability for groundwater to be used as drinking water. This ordinance severs the groundwater ingestion exposure pathway. QEP recommended no further investigation based on the findings.

Former Use: The property contained residential development and a florist/green house from 1892-1918, residential development and an electrical supply company from 1930-1952, an electrical supply company from 1958-1978, a non-profit agency from 1988-2008, and a vacant building since the 2008 flood.
