The historical use of th property as a horse-drawn carriage business, a garage for the Capital Transit Co, the US Postal garage and several UST facility became a crucial factor to consider the property a REC.

Former Use: The site is located northwest of the intersection of Georgia Ave., NW and V Street NW DC and is a rectangular parcel of land that is developed with a commercial building that encompases almost the entire site. It is located in a mixed-use area and areas sorrunding the site consist of commercial buildings, a restaurant, a church, parking lots and the Howard University campus and hospital complex. The building within the site is currently vacant and not used for any purpose. Historical resources indicated that the site was used as a horse-drawn carriage busines in 1988, a vacant buildings related to that business in 1904. By 1928, the site had been redeveloped for use by the Washington Railway and Electrical Company, including the use of two USTs and an oil house. By 1939, these structures were razed, the current site building had been developed at the site and occupied by the Capital Transit Co. garage. Four USTs were installed at the site by 1959. The Capital Transit Company vacated the site and the US Post Office garage had taken occupancy by 1960. The site remained a US Postal Office garage through 1970, but was vacant by 1982. Sometimes between 1982 and at least 1996, the site was occupied by Howard University. The site building has been vacant for an undetermined lenght of time.
