Additional Property Attributes

On January 8, 2016, the Ottawa River Rescue Squad purchased the property for use as their base of operations. The Squad assists in river rescues and searches for victims of accidents on the Illinois and Fox Rivers, which converge in Ottawa. The River Rescue has since demolished all structures on the Property and is working with a local engineer to complete a site redevelopment plan. Part of the plan included potential encroachment on the established engineered barrier. In January 2018, the River Rescue approached the City to discuss the options they have in regards to the engineered barrier on the site. Per IEPA requirements, if an approved engineered barrier is augmented in any way, the owner need to request agency approval for the new engineered barrier. An engineered barrier equivalency letter was submitted to IEPA and approved on July 24, 2018. The equivalent engineered barrier is approved for HMA and PCC over the 3-foot clean soil barrier.

Former Use: The property formerly contained a bulk petroleum plant that was served by rail. A historical leaking underground storage tank incident was issued a NFR letter in October 2013. However, the NFR letter is specific to the release from the USTs and does not address other potential contaminant sources that remain of the site, including the bulk aboveground tank systems and the railroad siding. Feece Oil no longer operates the property and the site has been targeted for reuse/redevelopment activities that include the construction of a new facility for the Ottawa River Rescue Squad. The Squad is 100 volunteers and rely's on donations because they receive no state or federal funding. The Squad has served the city and surrounding area since 1957, responding to all water-related emergencies, such as floods, drownings, boat accidents and missing or injured people. Phase II activities are complete and the property is in the process of being transacted to the new owner. On January 8, 2016, the Ottawa River Rescue Squad purchased the property to use as their base of operations.
